JRMA Selected to Lead Pierce County, Washington Solid Waste System Master Plan

Portland, OR (April 15, 2025) JRMA (J. R. Miller & Associates), a nationally recognized architectural, engineering, and planning firm with a deep portfolio in solid waste and recycling system design, has been awarded the contract to develop Pierce County’s Solid Waste System Master Plan. The comprehensive effort will guide the County’s solid waste infrastructure strategy with an emphasis on food waste diversion, enhanced drop-off and transfer facilities, establishment of a new Materials Recovery Facility (MRF), and long-haul waste transport via rail.

JRMA will assess the current waste management system, develop strategies to achieve a 75% reduction in food waste to landfill by 2030 in alignment with Washington’s HB 1799, and evaluate opportunities for new and expanded transfer and material processing operations. The plan will also explore the environmental and economic feasibility of transitioning from truck to rail for long-haul waste transport.

The Solid Waste System Master Plan will serve as a foundational roadmap for Pierce County to meet future waste management needs while supporting statewide environmental goals and strengthening community resilience.
