RFP & Agreement for Long – Term Solid Waste Processing

JRMA managed the development of an RFP and Agreement for long-term solid waste processing and disposal services as part of implementing the City’s recently adopted 2018 Zero Waste Plan, which addresses California’s SB 1383 requirements. Part of the scope of work included doing benchmarking work on local collection and processing costs and rates. The draft RFP documents, including a draft Agreement, were provided to the City for them to complete and release as part of a competitive procurement process. JRMA is not involved with that process given its ongoing work for the City of Mountain View.
 
Technical assistance was provided for the negotiations with the City of Sunnyvale SMaRT Station regarding a new Memorandum of Understanding (MOU). The MOU is a long-term agreement between the two cities for the processing and disposal of solid waste that may be delivered to the SMaRT Station, a transfer station and processing facility located in Sunnyvale, CA. Work was limited in this area because the City’s priority was to first conduct the competitive procurement process described above.
